Roles

The Council is comprised of members elected by the inhabitants. As a representative body of the inhabitants, it deliberates and decides on important matters for the local government and community.
As a legislative body, the Council has the authority to make final decisions on important matters related to the executive branch of the local government. It enacts ordinances which serve as laws of the local government. Also as an auditing body, it maintains checks and balances on the executive body of the district administration.
Executive Body
  • Submission of bills, demanding reconsideration of bills, calling for meetings
  • Deliberation of and passing bills, summoning relevant public officials
Council
  • Enacting, amending and abolishing ordinances, administrative audits and investigations
  • Deliberation, confirmation and approval of budget bills, processing of petitions
Inhabitants
  • Voting, Petitions
  • Notified of results of petition processing
